Title

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES CONTRACT WITH MS CONSULTANTS FOR THE TINKERS CREEK WATERSHED STUDY.

Purpose & Explanation

The City Administration is requesting a comprehensive drainage study of the Tinkers Creek Watershed to better identify and understand any local existing flooding or storm water related issues and other areas within the watershed and prioritize future capital improvement projects. 

This study will evaluate the storm water system in the watershed including major streams, bridges, culverts and trunk storm sewer mains located storm water infrastructure elements within the drainage area contributing to Tinkers Creek within the City.  Other local critical areas within the watershed will be evaluated as well.  The study will catalog the existing storm related infrastructure, generate a new hydrologic and hydraulic model of the infrastructure, develop and rank alternative solutions to mitigate any identified storm water flooding related problems and potential water quality improvements.  The findings will then be compiled into a storm water master plan, presented to Council and used for future planning and budgeting of capital improvement projects.

Design proposals for this project were requested of six (6) engineering design firms. (Arcadis, GPD Group, Environmental Design Group (EDG), Chagrin Valley Engineering (CVE), ms Consultants and R20 Engineering).  Staff reviewed and scored each proposal based upon major factors including previous storm modeling experience, understanding of the City’s project, thoroughness of scope, cost and other factors.  After reviewing the proposals, conducting interviews with top rated consultants, and further refining the scope of services, the recommended consultant and negotiated fee is ms Consultants at a total cost of $224,696.  Other consultant costs are listed below:

As with other professional services contracts we are requesting a 10% contingency to handle any minor changes in the scope of services that may occur during the course of the study.  For this contract, the 10% amount would be $22,469.60 bringing the total contract amount to $247,165.60 ($224,696.00 base fee + $22,469.60 contingency = $247,165.60)

 

For considerations in excess of this amount, we will return to the City Council for any additional funds necessary to correct or adjust the situation.

Staff recommends City Council approve this resolution authorizing the City Manager to enter into a professional services contract with ms Consultants for a professional services contract for the Tinkers Creek Watershed Study in the not-to-exceed amount of $247,165.60 which includes a 10% contingency.
