A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH MR. EXCAVATOR INC. FOR THE CONSTRUCTION OF THE BARLOW FARM PARK TENNIS AND PICKLEBALL COURTS IMPROVEMENT PROJECT; AND DECLARING AN EMERGENCY.
Brief Description: Staff had received and evaluated bids submitted for the construction of the Parks Tennis & Pickleball complex to be located at the Barlow Farm Park. City Council, staff, and Park Board members discussed the bids and costs of the project at the April 26, 2022 Workshop. Upon conclusion of the discussions, Council directed staff to proceed with legislation to award a construction contract for the base bid, and all but one alternate item (8B). Staff has adjusted the project costs accordingly and seeks authorization to enter into a construction contract.

Purpose & Explanation
PW staff received three (3) bids for the Tennis and Pickleball Courts improvement project. The Engineers Estimate for this project is $1,517,064.07 The City included $1,500,000 for the project in the 2022 budget. A base bid tabulation has been attached for review and reference. Included in the base costs are the city purchase of the prefabricated restroom and project inspection services with QCI.

Following discussions of this project at the April 22, 2022 Council Workshop, Council approved the project to move forward considering the low base bid and all project alternates with the exception of alternate 8B, “Sight Lighting” of all playing courts. The lighting alternate item 8B has been removed from the low bidders bid tabulation representing a reduction in project cost of $541,536.80.
The low bid for the base bid and revised alternates construction contract is now $1,824,539.01 which includes a project contingency of 10%. This brings the project total to $1,895,539.01 which includes the restroom purchase and contract inspection services will be secured in-house.
Timing Considerations
Staff wishes City Council authorization to award the construction contract on the consent agenda at the May 3, 2022 Council Meeting.
