A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES CONTRACT WITH GPD GROUP FOR THE STOW ROAD, HUDSON AURORA ROAD AND HUDSON HIGH SCHOOL TRAFFIC SAFETY STUDY.

Brief Description:   The proposed Traffic Safety Study will evaluate Hudson Aurora Road and Stow Road near Hudson High School school's campus.  The study will also evaluate traffic patterns within the school’s parking lots and three high school entrances off Stow Road for traffic safety and congestion improvements.    The study will provide recommendations and cost estimates in the final report.

Purpose & Explanation

Last year, Hudson City Schools contacted City staff to explore the possibility of installing traffic signals or other traffic safety enhancements at the main entrances and exits of Hudson High School on Stow Road. Furthermore, City staff has received separate inquiries from residents on Herrick Park Drive and Hudson Park Drive who are concerned about traffic congestion on Hudson Aurora Road during peak hours, particularly during school drop-off and pick-up times.

 

In response to these concerns, staff has developed a scope of work and associated fee for a comprehensive traffic and circulation study at Hudson High School. This study would involve an evaluation of the high school's arrival and dismissal traffic patterns, an assessment of the potential for traffic signals on Stow Road to improve traffic safety and alleviate congestion at the two main entrances and exits, a review of the "ballfield" auxiliary parking lot entrance and exit to reduce traffic incidents, and an analysis of congestion along Hudson Aurora Road at the high school's main access points.

 

The GPD Group, who is familiar with both the City's and the School's traffic conditions and requirements, was selected to perform this traffic evaluation.   The proposed scope and fee for this evaluation is $33,500. Staff wis requesting a 10% contingency for the study, bringing the total proposed fee to $36,850 ($33,500 + $3,350 = $36,850).   If approved by both the City and the Schools, the cost of the study would be shared equally, with the Schools reimbursing the City for their 50% portion.

 

The study is scheduled to be performed at the start of the school year in the fall, 2025.

Staff recommends City Council approve this resolution authorizing the City Manager to enter into a professional services contract with GPD Group for the Stow Road, Hudson Aurora Road and Hudson High School Traffic Safety Study.
