Executive Summary: The Hudson Police Department is requesting the purchase of two new police vehicles per the 2014 Approved Budget, and in accordance with the approved fleet replacement schedule. These new police vehicles will replace two existing police vehicles (model year 2010; mileage 100k each). Further, the Hudson Police Chief recommends the replacement vehicles be updated from police cars to police utility vehicles (police version of the Ford Explorer).

Purpose & Explanation
Hudson Police currently have ten (10) marked police vehicles in use. These vehicles include one (1) Ford NGPI-U; one (1) four-wheel drive capable Chevrolet Tahoe (supervisor's vehicle); two (2) Dodge Chargers; and six (6) Ford Crown Victoria Police Interceptors (CVPI's).
Unfortunately, Hudson Police, along with other police agencies have experienced numerous problems with the Dodge Charger police vehicle. The three greatest problems with the Dodge Charger relates to the engine, the air-conditioning system, and the brake components. Although most of these repairs have been corrected/paid for under warranty, they will not be much longer, and the cars are frequently out of service for repairs.
Due to the problems we have experienced with the Dodge Charger police vehicle, we have also looked at the Ford NGPI-S, which is the Ford Taurus, but believe it is even smaller than the Dodge Charger, especially once equipped with the police gear (computers, radios, etc.).
Consequently, we would like to purchase two (2) of the larger, all-wheel drive Ford NGPI-U's, at a total cost of $50,800.00 ($25,400.00 each) from Lebanon Ford which is State pricing. Two other quotes were received, from Statewide Ford ($26,027), and GSA AutoChoice ($27,482.10). The Ford NGPI-U's from Lebanon Ford are approximately two thousand dollars ($2,000) higher than prices for the Ford NGPI-S (car) and the Dodge Charger (car), but we believe it is worth the extra cost, considering the size benefit (officer, and equipment) and non-repair issues. The two new police vehicles will replace V3 and V8 (both 2010 Ford CVPI's), presently at 99,000 and 101,000 miles respectively.
Timing Considerations
Purchase agreement and ordering would take place immediately upon approval of Council.

Staff recommends that Council approve legislation authorizing the City Manager to enter into a purchase agreement with Lebanon Ford for two (2) Ford NGPI-U cruisers for a total price of $50,800.00.
