Brief Description: This Resolution would authorize the advertisement, receipt of bids and award of contracts for the interior renovation of the existing Fire and EMS Building as well as the construction of an outbuilding for use by the Fire Department located at 40 S. Oviatt Street.

Purpose & Explanation
As part of the implementation of 24-hour staffing for the Fire Department, several critical facility improvements are necessary to ensure operational efficiency, safety, and long-term functionality.
The project will be divided into two separate contracts for bidding purposes. The 1st phase of the contract will be advertised first to allow the City to have 24/7 staffing by the summer of 2026. This phase will address renovations to the existing building, including the addition of new dormitories, critical safety upgrades to bring the facility into compliance with current codes, modernization of kitchens and day rooms, restroom updates, and essential HVAC and electrical system upgrades. This portion of the project is scheduled for bidding in December 2025.
The 2nd phase of the contract will encompass the construction of the detached service garage to provide essential equipment storage space and provide additional apparatus bays for the Fire vehicles. This phase will be advertised for bids in the spring of 2026 and will not delay the 24/7 staffing in the summer of 2026.
The total combined estimated cost for both phase 1 and 2 of the project shall not exceed $5,000,000, which also includes a 10% contingency.
Following the approval of this Resolution by City Council, the Engineering Department will advertise in a local newspaper and the city website. Staff will only return to Council if the bids received are in excess of 10% of the Engineer’s Estimate; otherwise, the City Manager is authorized to enter into a contract with the lowest and best bidder.

Oviatt Street to the lowest and best bidder.
