Executive Summary: The Brandywine Drive Catch Basin Improvement Project will involve the installation of two new storm sewer inlets on Brandywine Drive to reduce storm water spread within the roadway. The two new inlets will be installed on the south side of Brandywine Drive between N. Main Street and Pitkin Drive.

Purpose & Explanation
The City of Hudson Engineering and Public Works Departments have investigated a storm water condition in which runoff from N. Main Street flowing to Brandywine Drive is causing a hazardous condition with the gutter spread along the southerly side of Brandywine Drive. The first existing curb inlet on the south side of Brandywine Drive is approximately 1,100 feet west of N. Main Street and the flow running along the gutter of the roadway bypasses the existing inlets on Pitkin Drive due to the roadway grades. Due to the long distance between storm sewer inlets, the spread of storm water against the curb can become excessive, causing a hazardous driving condition and also causes degradation to the roadway.
The plan includes the installation of the first new inlet and storm sewer near house #6 Brandywine Drive and a second inlet and storm sewer installation at the south east corner of Brandywine Drive and Pitkin Drive. The installation of these new inlets will serve to better capture roadway runoff and reduce the spread runoff as it flows down the street.
The City Engineering Department is currently working on finalizing the plans and specifications for the improvements. The work is scheduled to be completed by the Fall of 2016.
The estimated project cost of construction plus 10% contingency is approximately $35,000.
Timing Considerations
Following the approval of this Resolution by City Council, the Engineering Department will advertise in the local newspaper and receive bids for this project. Staff will only return to Council if the bids received are in excess of 10% of the Engineer’s Estimate; otherwise the City Manager is authorized to enter into a contract with the lowest and best bidder.

Staff recommends that Council approve this authorization for the City Manager to advertise, receive bids and award for the Brandywine Drive Catch Basin Improvement. We are requesting an emergency clause be added to this project in order to maintain the public health and welfare.
