Brief Description: The W. Streetsboro Street Storm Improvement Project will involve the enclosure of a deep ditch on the south side of W. Streetsboro Street from W. Case Drive to Westhaven Drive.

Purpose & Explanation
This project will follow the installation of the on-going transmission waterline replacement project along W. Streetsboro Road and will include the enclosure of a deep ditch on the south side of W. Streetsboro Street from W. Case Drive to Westhaven Drive. Upon completion of the storm sewer improvements, a new sidewalk is anticipated to be constructed along this alignment.
The original request was requested from Council in 2022 regarding this large ditch along SR 303 and the City Administration directed staff to review this.
The project will eliminate a deep ditch along the south side of this section of W. Streetsboro Street. The current ditch slope is steep, such that a motorist, encroaching upon the ditch, may not be able to stop or slow down enough to return safely to the roadway. By enclosing the ditch, this condition would be eliminated.
The project meets the following criteria established by the City’s Private Property Storm Water Policy:
1A. The drainage issue is a public nuisance, and the improvement is a public benefit.
1B. The improvement reduces the risk of flooding to properties adjacent to the improvement.
1C. The drainage area is between five (5) and 300 acres (approximately 22 acres).
3. Exceeds the resident’s capacity to resolve.
The project is being designed in-house by the City staff and the estimated project cost of construction including a 10% contingency which is $875,000.
Following the approval of this Resolution by City Council, the Engineering Department will advertise in the local newspaper and receive bids for this project. Staff will only return to Council if the bids received are in excess of 10% of the Engineer’s Estimate; otherwise, the City Manager is authorized to enter into a contract with the lowest and best bidder.
