Purpose & Explanation

The scope of this project involves the installation of 6161 feet of underground fiber conduit, fiber optic cable and pull boxes in the Oak Point Commons Subdivision which includes Westpoint Drive and Ridgewood Boulevard.  The project also includes 7000 feet of overhead fiber optic cable and 3500 of underground cable in the Woods of Westbrook area.

The Engineer’s Estimate with contingency was $293,998.14.    Bids were received on June 17, 2025, from the following contractors:

Edgar Trent Construction, LLC.                     $307,998.00
Full Circle Fiber Partners, LLC                     $336,374.75
Contract Network Services, LLC
                     $385,152.94
American Boring, Inc.
                     $439,345.67

The low bid received was $307,998.00 which is within 10% of the engineer’s estimate and per Ohio Revised Code, the project is able to be awarded.   

The total project cost, plus an additional 10% contingency, would be $338,797.80. 

As the total budgeted amount for this project was $295,000, staff is requesting an additional amount of $43,797.80 ($338,797.80 - $295,000 = $43,797.80) to cover the project cost and contingency.

Staff recommends that City Council approve this authorization for the City Manager to enter into a contract with Edgar Trent Construction, LLC for the 2025 Velocity Fiber Pilot Program.
