Executive Summary:   This project involves storm water ditch elimination in two areas along Middleton Road which are within the project limits of a Summit County Department of Environmental Services (DOES) sanitary sewer replacement project that will take place in early 2016.  City staff wishes to have the County perform the ditch elimination construction while the sanitary sewer replacement work is being performed.

Purpose & Explanation

As part of the DOES Sanitary Sewer Replacement Project No. Q-179, the City wishes to improve sections of unsafe roadside storm water ditch within the sanitary project limits.  DOES will complete the design and perform the installation for this project.

Per the City’s Ditch Elimination Policy, the enclosure and piping in of a storm water ditch may be completed in the following situations:

                     Ditch is inadequate and poorly designed

                     To correct or eliminate a hazardous conditions

                     To  correct inefficient maintenance conditions

                     Reasons as determined by  the City Engineer and /or the Director of Public Service

 

In the case of Middleton Road the ditches within the project limits of the DOES sanitary sewer project are unsafe and may have undersized piping in some areas (please see attached photos).

The sections of drainage ditch are located in front of the Hudson Country Club (Approx. 680 ft. from the western property line eastward to an existing 30” culvert running under Middleton Road) and at the intersection of Middleton and Wake Robin (north of the intersection) please see attached mapping. 

Engineering has reviewed the work plan, estimated the City’s costs, and included the project in the 2016 budget at $200,000.

Timing Considerations

Upon authorization to proceed by the City Council, the administration will enter into a work agreement for the above project.

Staff recommends that City Council approve this Resolution authorizing the City Manager to enter into a work agreement with the Summit County Department of Environmental Services for the enclosure of sections of the Middleton Rd. storm water ditches in the amount of $200,000.
