Title

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION TO AND ENTER INTO AN AGREEMENT WITH THE NORTHEAST OHIO REGIONAL SEWER DISTRICT (NEORSD) FOR FUNDING ASSISTANCE THROUGH THE NEORSD COMMUNITY COST SHARE PROGRAM FOR DESIGN OF THE BRANDYWINE CREEK WATERSHED STUDY UPDATE.

Brief Description:   The Northeast Ohio Regional Sewer District’s (NEORSD) Community Cost Share Program provides funding to member communities, like the City of Hudson, for community specific stormwater management projects. These funds would be used to reimburse the City for the Brandywine Creek Watershed Study Update. The study will expand upon the existing hydraulic study within Brandywine Creek Watershed that was previously completed by NEORSD in 2019 and focus on those parts of the storm water system not previously evaluated.

Body

Legislative History

None.

Purpose & Explanation

The Northeast Ohio Regional Sewer District’s (NEORSD) Community Cost Share Program provides funding to member communities, like the City of Hudson, for community specific stormwater management projects. 25% of the total annual Stormwater Fee collected from each community is allocated to the Community Cost-Share (CCS) Account of each Member Community.  These funds would be used to reimburse the City for the Brandywine Creek Watershed Study Update.

This new study will include expanding an existing hydraulic study within Brandywine Creek Watershed, expanding on an existing hydraulic model.  This study will focus on parts of the watershed that experienced flooding as a result of the August 8, 2024, storm event to identify potential improvements to alleviate future flooding.  See map attached for study areas.

The NEORSD CCS Program generates approximately $120,000/year for the City of Hudson.  The current Hudson Community Cost Share balance as of November 30, 2024, is approximately $400,000.

The estimated study cost is $200,000. The total cost reimbursement request to the NEORSD Community Cost Share program would be a total of $200,000, bringing the total City share down to $0.
