Purpose & Explanation
The proposed work consists of the reconstructing with soil stabilization of 8 roads within the City of Hudson in 2013 (see attached list).  Bids were opened on June 25, 2013 and below is the Engineer's Estimate along with the respective bids.
Engineer's Estimate:  $967,180.19
Carron Asphalt Paving, Inc.      $1,026,975.10
Ronyak Paving, Inc.      $1,034,441.50
Chagrin Valley Paving      $1,074,230.00
Shelly & Sands, Inc.      $1,086,519.25
Perrin Asphalt Company, Inc.      $874,561.10-withdrew bid
 
The lowest bidder, Perrin Asphalt Company, Inc. withdrew their bid due to an unintentional omission.  Therefore, City Staff is requesting that the contract be awarded to the next lowest bidder, Carron Asphalt Paving, Inc.  City staff is also requesting a 5% contingency be added to the contract in case of any unforeseen issues for a total contract price of $1,078,323.86.
 
Total Contract = $1,026,975.10-base bid + $51,348.76-contingency = $1,078,323.86.
Timing Considerations
Upon authorization to proceed by the City Council, the administration will award and enter into a contract with Carron Asphalt Paving, Inc. for the above referenced work.

Suggested Action
Staff recommends that City Council approve this resolution authorizing the City Manager to award and enter into a contract with Carron Asphalt Paving, Inc. and we are requesting an emergency clause to be added to this legislation in order to maintain the public health and welfare.
