Title
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH PRECISION LASER & INSTRUMENT INC. FOR THE PURCHASE OF NEW LAND SURVEYING EQUIPMENT FROM THE STATE BID.
Brief Description: This Resolution will authorize the City Manager to enter into a contract with Precision Laser & Instrument Inc. for new land surveying equipment and needed accessories.
Body
Legislative History
None.
Purpose & Explanation
The Engineering Department designs a number of capital projects “in-house”. Staff is able to collect field survey data and use the information for plan preparation, design and studies of various capital improvements including drainage improvements, sidewalk and trail projects, water main installation projects, etc. The Engineering Department’s current land surveying equipment consists of a total station and data collector instrument which utilizes two staff members to operate. Over the past two years, the equipment has been experiencing periodic mechanical failures requiring multiple service repairs including calibration and cleaning, causing delays to data collection and design of our in-house projects. Consequently, staff is requesting the purchase of new survey equipment to replace the existing equipment.
Staff evaluated new survey equipment that would utilize only one person to operate which would result in less staff time to collect field survey data and allow for more plan preparation and design time. In addition, staff anticipates that by utilizing new survey equipment, larger capital projects that were originally budgeted to be surveyed by a consultant would have the survey data collection work performed in-house, resulting in additional savings. Reference attached 2022-2026 Survey Cost Savings spreadsheet.
Based upon interviews with three survey equipment firms and reviews of equipment costs, City staff recommends the purchase of two new pieces of survey equipment including a Trimble S5 3” Robotic Total Station and a Spectra SP85 GPS Receiver for data collection from Precision Laser & Instrument Inc. The total purchase cost is $41,971.38 which is summarized as follows:
Trimble S5 3” Robotic Total Station.................$28,880.24 (via State Bid Contract MMA 7463)
Spectra SP85 GPS Receiver............................$13,037.14 (via competitive bid)
Total Cost: $41,917.38 including all accessories and software.
