Executive Summary: The Barlow Community Center Dams Overflow Feasibility Study will develop a comprehensive set of alternative design solutions that will be used to develop a final construction design to meet the Ohio Department of Natural Resources (ODNR) requirements for dam spillways and emergency overflows.

Purpose & Explanation
In April 2017, the Ohio Department of Natural Resources (ODNR), Division of Water Resources, inspected both the Upper and Lower Lake Dams at the Barlow Community Center. ODNR identified that both dams require improvements to the primary spillways and emergency overflows in order to meet the updated design criteria as designated by the Ohio Administrative Code.
The Consultant selected to complete the “Barlow Community Center Dams Overflow Feasibility Study” will develop a set of preliminary, concept improvement plans that satisfy the ODNR design criteria. Each preliminary plan will include a general description of the solution, concept layout plan of the improvements, cost estimate and estimated life cycle O&M costs and any other applicable details necessary to rank each alternative. After review of the alternatives with the City of Hudson, the Consultant will then identify the single recommended solution for each dam and finalize the report. The feasibility report will then be used for the budgeting of the future design and construction costs of the final improvement plans.
The City Administration requested qualification proposals from various engineering consultants and after a thorough review of the proposals by the City, we are recommending Arcadis U.S., Inc. of Akron, Ohio. Arcadis has performed prior design work at the Barlow Community Center lakes, has developed previous hydraulic modeling within the watershed and is familiar with similar type dam infrastructure projects.
The City Engineering Department negotiated a design fee of $45,900.

As with other professional services contracts we are requesting a 10% contingency to handle any minor changes in the scope of services that may occur during the course of the final plan development. For this contract, the 10% amount would be $4,490.35. For considerations in excess to this amount, we will return to the City Council for any additional funds necessary to correct or adjust the situation.

Timing Considerations
The consultant will begin the study immediately after Council has provided authorization. The anticipated schedule for the completion of the study is the fall, 2018.

Staff recommends City Council approve this resolution authorizing the City Manager to enter into a professional services contract with Arcadis, Inc for the Barlow Community Center Dams Overflow Feasibility Study and declaring an emergency for the immediate preservation of the public health, safety and welfare.
