Purpose & Explanation

Staff was notified that properties abutting a stream at Valley Road are prone to flooding during heavy rain events. Upon inspection, it was determined that two failing culverts, measuring 15” and 18”, are located on private property downstream of the culvert under Valley View Road. These culverts obstruct water flow during heavy rainfall, contributing to the flooding issue.

To address this problem, this project will replace the two failing concrete culverts to improve stream flow and reduce future flooding near Valley View Road. Please refer to the attached exhibit for more details.

The project is scheduled for summer/fall 2025.

The 2022 Policy for Work on Private Property has been reviewed and found applicable to this project based on the following criteria:

1.                     Public Nuisance and Public Benefit:

a.                     1A. The project addresses a public nuisance by reducing flood risk.

b.                     1B. The project provides a public benefit by improving drainage and protecting infrastructure.

c.                     1C. The drainage area exceeds 5 acres.

2.                     Exceeds Residents' Capacity to Resolve.

3.                     Potential for Infrastructure Damage.

Suggested Action

Staff recommends that Council approves this authorization for the City Manager to advertise, receive bids and award to the lowest and best bidder for the Valley View Road Culvert Repair Project.
