A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH GREAT LAKES RECYCLING, INC. DBA SIMPLE RECYCLING TO PROVIDE A RESIDENTIAL CURBSIDE RECYCLING PROGRAM FOR DISCARDED TEXTILES AND SMALL HOUSEHOLD APPLIANCES.
Brief Description:   This contract provides for a new recycling program for Hudson  residents for soft recyclables such as used textiles and small home appliances.  This optional curbside program will be offered at no cost to residents or the City.

Purpose & Explanation
Based on resident requests and the recommendation of the Hudson Environmental Awareness Committee, staff has reached out to Simple Recycling Services to discuss offering a curbside used clothing and small home goods recycling program to the residents of Hudson.  There is an international market for this material and the program reduces the amount of textile type waste being put into local landfills.  
How does the Program Work?
1.                     Simple Recycling provides all program education and information mailers and required recycling bags to City of Hudson residents.  These communications packets will  number six (6) per year.
2.                     Resident participation in the program is 100% voluntary.
3.                     Recyclable items are picked up at curb side the same day as the residents’ trash and single stream recycling pick-up. 
4.                     The contract with the vendor is for a three (3) year term for exclusive rights to run the program in the City and can be terminated at any time by either party with a sixty (60) day written notice.
Are There Financial and Liability Implications?
1.                     Simple Recycling is required to carry and maintain liability insurance the same as the City’s trash haulers.
2.                     There is no cost to the City for the implementation, operation and administration of the program.  
3.                     Simple Recycling will pay the City $0.01 per pound of collected items each month.  The typical volumes of material collected for cities with populations such as  Hudson’s is approximately 50K-70K pounds annually with an expected participation rate of between 5%-10%.
 
Program highlights: 
1.                     Accepted recycle items include clothing, footwear, bedding, books, coats, handbags,   kitchenware, linens, pillows, stuffed animals, tools, towels and toys.  
2.                     Items that cannot be collected as part of this program include appliances, furniture, tires, paint, carpeting, mattresses, traditional recyclables and hazardous waste.  There is no cost for the resident to participate in the program. 
3.                     Residents are not required to use the Soft Recycling Program and may still use other organizations to assist in recycling program items.

Staff recommends that City Council approve this Resolution authorizing the City Manager to award and enter into a contract with Great Lakes Recycling, Inc. DBA Simple Recycling for a Soft Recycling Program as detailed above.
