Recommendation for Postponement of 2021 Sidewalk Projects

Brief Description: Staff is recommending that the SR 303 Sidewalk (Nicholson - W. Case) and Owen Brown Street Sidewalk (Lennox to Morse Road; NS RR underpass) be postponed until 2022.

Purpose & Explanation

Staff would like to recommend the following projects be postponed until at least 2022 due to the following reasons:

SR 303 Sidewalk - Nicholson Drive to W. Case 2021 ARPA Funding. (Current schedule: Bid fall, 2021. Construction cost estimate = $725,000)

Since we will be performing the SR 303 Waterline Project from the Water Plant to Boston Mills Road, I recommend that we postpone the proposed sidewalk project from Nicholson to West Case along SR 303 until after the waterline is constructed. The sidewalk will be incorporated into the waterline plans. Both sets of plans were surveyed and designed by our staff, and they can make these changes if approved. Construction of the waterline will be 2022-23.

Owen Brown Street Sidewalk - Lennox to Morse Road (NS RR underpass) (Current schedule: Bid fall, 2021. Construction cost estimate = $375,000)

Since we are reviewing the conceptual plan for the Downtown Phase 2 project in the coming months, and if approved later this year, I recommend that we postpone the proposed sidewalk project from Lennox to Morse Road until next spring 2022 instead of bidding this fall. The NS RR review is also delayed due to short staffing at the railroad and longer than normal review turn-arounds according to our consultant. The plans are 95 % complete. If the proposed development does proceed later this fall, the walk, underpass signal, etc. will be disturbed based on the conceptual plan the developer presented that includes a new proposed boulevard west of the underpass in the plan. The sidewalk and underpass improvements can be incorporated into the development plans, as part of the City of Hudson’s work, and following a updated traffic study of the proposed development. The cost of the sidewalk from the underpass to Morse Road will be completed removed and need to be relocated south and north of the boulevard with the construction of this large development in this area.
