Purpose & Explanation

The City staff requested four (4) engineering consultants submit qualifications for the design of the former PASCO building.  The top two (2) consultants selected by the staff were interviewed and based on the qualifications and interviews staff unanimously selected Brandstetter Carroll, Inc.

Design Fees:

Brandstetter Carroll, Inc. fee = $ 123,400.00

The Estimated Construction Cost = $1,500,000.00 (This includes renovations to the building for the City Administrative Services, public spaces in the ground floor, etc. as noted in the report to Council in January 2018.)  See attached documents.

As with other construction contracts, we are requesting a 10% contingency to handle any minor changes in the scope of services.  For this contract the 10% amount would be $12,340.00.  For any considerations above this requested amount, the City staff would return to the City Council.

Attached, as requested by Council, is the plumbing fixture assessment, opinion of probable cost, and a rendering of the proposed wheel chair accessible ramp.

Timing Considerations

The agreement would be executed once the consultant is approved by City Council.  The anticipated completion of the design of this project is September 2018.

Suggested Action

Staff recommends that City Council approve the recommended resolution authorizing the City Manager to enter into a contract with Brandstetter Carroll, Inc. for the City Administration Building Improvement Project in the amount of $135,740.00.  City staff is also requesting that an emergency clause be added to the legislation in order to protect the public welfare and safety.
