A RESOLUTION ACCEPTING THE CITY MANAGER’S RECOMMENDATION NOT TO IMPLEMENT THE GROWTH MANAGEMENT RESIDENTIAL DEVELOPMENT ALLOCATION SYSTEM DURING CALENDAR YEAR 2021.

Brief Description:  The City is not abandoning the Growth Management Allocation System, but because of no appreciable population change, the system would not be implemented for 2021.

Legislative History

Ordinance No. 15-66, adopted June 2, 2015, approving the last growth management allocation.

Ordinance No. 16-35, adopted March 15, 2016, deferring administration of the growth management allocation system until the Land Development Code (LDC) is updated.

Ordinance No. 16-203, adopted April 4, 2017, amending Chapter 1211 of the LDC in its entirety to allow implementation of the Growth Management Residential Development Allocation System when the annual population increases by 1.5% and to simplify the system if it is implemented.

Resolution No. 17-156, adopted October 17, 2017, accepting the City Manager’s recommendation not to implement the Growth Management Residential Development Allocation System during calendar year 2018.

Resolution 18-142, adopted November 6, 2018  accepting the City Manager’s recommendation not to implement the Growth Management Residential Development Allocation System during calendar year 2019.

Resolution 19-127, adopted October 15, 2019  accepting the City Manager’s recommendation not to implement the Growth Management Residential Development Allocation System during calendar year 2020.

Purpose & Explanation

Upon examination of the number of zoning certificates issued and census data over the last two years, the City Manager does not recommend that the growth management system be implemented for the ensuing year.

A public hearing for this Resolution is scheduled on November 4, 2020.
