Purpose & Explanation
The scope of this project involves the lining of approximately 2900 feet of 8 inch sanitary sewers, 400 feet of 10 inch sanitary sewers, 650 feet of 12 inch sanitary sewers and 180 feet of 21 inch sanitary sewers. The sanitary sewers that will be lined are located on Hartford Drive, West Streetsboro Street, Sunset Drive, Clairhaven Road, Aurora Road and under the under the Norfolk Southern railroad tracks off of Morse Road. The existing sanitary sewers were constructed with vitrified clay pipe and are in poor condition. The sanitary pipe is fractured in a number of locations and the pipes have significant infiltration issues. The pipes have offset joints which could contribute to main line blockage.
Bids were opened on Tuesday, April 1, 2014. Below is the Engineer's Estimate along with the respective bids.

The City Administration is requesting City Council approval to authorize the City Manager to award and enter into a contract with Insight Pipe Contracting, LP for the 2014 Sanitary Sewer Lining Project. The Engineering Staff is requesting a 10% contingency for any unforeseen issues that may arise during construction for a total contract amount of $164,258.60.
Total Project Cost =$164,258.60 ($149,326.00-base + $14,932.60-contingency)
Timing Considerations
Upon authorization to proceed by the City Council, the administration will award and enter into a contract with Insight Pipe Contracting, LP for the above amounts.

Suggested Action
Staff recommends that City Council approve this Resolution authorizing the City Manager to award and enter into a contract with Insight Pipe Contracting, LP and we are requesting an emergency clause be added to this legislation in order to maintain the public health and welfare.
