City’s Clinton Street Parking Lot Entrance/Exit Realignment to Improve Safety and Access to Heinen's Grocery Store

Brief Description:   City staff will discuss the proposed driveway realignment to the City parking lot adjacent to the entrance of the Heinen’s Grocery Store on Clinton Street.

Purpose & Explanation

Based upon staff observations and resident concerns, the City hired a traffic safety consultant to evaluate safety and speeding concerns along Clinton Street, from Morse Road to SR 91 in January 2023.  The study evaluated crash history including type and locations, vehicle and pedestrian traffic volume/movements, vehicle speed data and stop sign analysis.  Also included in the study was an evaluation of the entrance/exits to the City Parking Lot adjacent to the Heinen’s Grocery Store to identify if a realignment of the driveways could improve both vehicle and pedestrian safety at the entrance/exits. 

Ahead of finalizing the study, staff met with Townhome owners along Clinton Street, the owner of Heinen's Grocery Store and the Fire/EMS Director to gain their input into the study recommendations. 

Staff will review the study’s Heinen’s exit/entrance alternates evaluated and discuss the recommended alternate to be constructed.  See Exhibits attached for further reference. 

The reconstruction of the Heinen’s exit/entrance is currently scheduled for 2025, upon completion of Summit County’s proposed sanitary sewer realignment project in 2024.   Detailed design of the project will take place using in-house staff and the construction is estimated at $150,000.
