Purpose & Explanation
Bids were opened on March 10, 2013 for the Demolition and Hazardous Material Removal at the Former Youth Development Center on Hines Hill Road.  The City received 7 valid bids.  Chieftain Trucking & Excavating was the apparent low bidder, but was permitted to withdraw its bid due to leaving out some major costs.
Following the review of the lowest bidder, by the City's Engineer's Office and the City's Engineering Consulting Firm, Environmental Design Group (EDG), a pre-award meeting was held with Baumann Enterprises, Inc. on April 15, 2013 and based on the recommendation of EDG (see attached letter), we recommend Baumann Enterprises, Inc. be awarded the bid for the Former Youth Development Center Hazardous Materials Removal and Demolition Project.

The City Administration is requesting City Council approval to authorize the City Manager to award and enter into a contract with Baumann Enterprises, Inc. for the Former Youth Development Center Hazardous Materials Removal and Demolition Project.  The Engineering Staff is requesting a 10% contingency for any unforeseen issues that may arise during construction.  The total amount of the contract would be $1,411,337.68.
Timing Considerations
Upon authorization to proceed by the City Council, the administration will award and enter into a contract with Baumann Enterprises, Inc. for the above amounts.

Suggested Action
Staff recommends that City Council approve this resolution authorizing the City Manager to award and enter into a contract with Baumann Enterprises, Inc. for the Former Youth Development Center Hazardous Materials Removal and Demolition Project and we are requesting an emergency clause be added to this legislation in order to maintain the public health, safety and welfare and to complete this work before the repaving of Hines Hill Road this construction season.
