Purpose & Explanation

Phase 2 of the Barlow Road Widening Project includes approximately 1,000 feet of new curbed pavement and drainage.  The road profile and alignment are being improved to a 35 mph design speed.  This results in approximately 2 feet fill to the east of the railroad tracks and approximately 7 feet of fill to the west. 

During the construction preparation to begin the embankment work along the westerly end of the project, unsuitable soils consisting of wet organic material, cinders and soft clays were found. The City’s geotechnical consultant, assisting with the inspection of the project, recommended that the unsuitable materials be removed from within the roadway embankment, the remaining soils be compacted, and a layer of geotextile fabric, with a  12” layer of large aggregate be installed, prior to any embankment material being placed for the future roadway grades.

The estimated amount of additional excavation for the project is 665 cubic yards. The unit cost bid by the Contractor is $15/cubic yard resulting in an estimated additional cost to the project of $10,000.

Due to other unforeseen drainage and other site conditions, this now put the contract above and beyond the allotted 10% contingency amount.  Therefore, staff is requesting a change order and an appropriation in the amount of $10,000 to cover this work.

Timing Considerations

Upon authorization to proceed by the City Council, the administration will issue a Change Order to the contract with United Earthworks, LLC.

Suggested Action

Staff recommends that City Council approve this Resolution authorizing the City Manager to execute a change order to the Barlow Road Railroad Crossing and Profile Grade Improvements project and we are requesting an emergency clause be added to this legislation in order to maintain the public health and welfare.
