Purpose & Explanation

The City Administration investigated and requested improvements to the City Hall and parking lot to assist seniors and residents that need assistance while visiting the City Hall Community Rooms.  The walkway from the parking lot to the entrance is approximately 225 feet long.  The Hudson Senior Network has relied on a golf cart to assist seniors that are unable to make this walk.  Seniors that are arriving or leaving at the same time must stand in the elements and wait to be transported on the golf cart.  A shelter with bench near the parking lot would provide a safe, protected area for guests of City Hall to wait for transportation to the community rooms or to be picked up.  Summit County has also provided funding for an awning over the Community Room doors to provide shelter from the weather for seniors using the Community Rooms. Community Development Block Grant funding would fund $35,000 of the estimated cost of $39,650 for these improvements as they benefit elderly persons 62 years or older.  The City would fund the remaining $4,650 of the cost. This is a reimbursement grant. The deadline for acceptance is March 1, 2023.

Suggested Action

Staff recommends that Council pass this Resolution authorizing the City Manager to accept Community Development Block Grant funding from Summit County to install an awning and a shelter with bench at City Hall to benefit senior users of the Community Rooms and declaring an emergency.
