Purpose & Explanation

Residents between Benjamin Circle and Herrick Park Drive, within the Woods of the Western Reserve Subdivision, have notified the City that during heavy rains, flows from Benjamin Circle drainage system bypass the pipe network at the rear of the properties and cause overland flooding near their homes (see Exhibit Attached).   Consequently, a storm sewer hydraulic study was completed in August, 2023 and identified that the overland flooding can be reduced by modifying the existing pipe network.

Drainage flows between 2191 and 2203 Benjamin Circle will be modified with a larger downstream pipe and headwall to reduce the amount of water bypassing the existing storm pipe network.  Additional piping will be added to reduce the flooding in the rear of the properties along with modifications to the drainage channel.  These modifications will have no negative impacts to downstream properties.  

The 2022 Policy for Work on Private property has been reviewed and found to apply to this project based on the following:

1A. Public Nuisance and Public Benefit

1B. Reduces Flood Risk

                     1C. The drainage area is greater than 5 acres.

                     3. Exceeds Residents Capacity to Resolve.

The Engineering Department will design the project in-house and the storm sewer work is planned for outside of the roadway. The work is scheduled to be completed by the Fall, 2024.

The estimated project cost of construction including a 10% contingency is $134,000.

 

 

Following the approval of this Resolution by City Council, the Engineering Department will advertise in the local newspaper and receive bids for this project. Staff will only return to Council if the bids received are in excess of 10% of the Engineer’s Estimate; otherwise, the City Manager is authorized to enter into a contract with the lowest and best bidder.

Suggested Action

Staff recommends that Council approve this authorization for the City Manager to advertise, receive bids and award to the lowest and best bidder for the Herrick Park Drive Drainage Improvement Project.
