22-0077 - Pedestrian Safety around Hudson Schools discussion; 10/25/2022

Purpose & Explanation

In August 2022, Council and staff discussed Pedestrian Safety around Hudson Schools at Unsignalized Crosswalks.  City staff hired a consultant to evaluate each of the crosswalk locations, to ensure compliance with applicable requirements, such as the Federal Highway Administration, ODOT, Ohio Manual of Uniform Traffic Control Devise, City Policy, or other applicable regulations.  The study identified that the installation of pedestrian crosswalk enhancements at the following six (6) locations are warranted:

1.) Stow Road and Pioneer Trail
2.) Stow Road and Stonebridge Court
3.) Hudson-Aurora Road and Herrick Park Drive
4.) Hudson-Aurora Road and Hudson Street
5.) N. Hayden Parkway and Victoria Parkway

6.) N. Hayden Parkway and Simon Road

This project will include the construction of Rectangular, Rapid Flashing Beacons (RRFBs) at the six (6) locations noted above.  Per the study, these crosswalks at unsignalized intersections are recommended to have the RRFBs installed due to high pedestrian crossing volume and their locations within school zones. 

In addition, the 2022 Downtown Pedestrian Safety Study recommended the installation of a new RRFB at the crosswalk on E. Streetsboro Street at S. Oviatt Street.   The City's Traffic Safety Committee reviewed the study and concurred with the study’s recommendation to install a RRFB at this unsignalized intersection, in order to bring awareness of the crosswalk on E. Streetsboro Street to drivers, given the crosswalks regular pedestrian use due to its proximity to destinations such as schools, park and Barlow Community Center and the crosswalk’s separation from other crosswalks.  The installation of RRFB improvements at the S. Oviatt Street and E. Streetsboro Street intersection is the seventh (7
th) intersection to be included in the project.

The estimated construction cost of all seven (7) pedestrian signals is approximately $250,000, which includes a 10% contingency.  The City staff will return to City Council if the bids are in excess of 10% of the Engineer’s estimate.

The installation of the RRFBs are scheduled for Summer, 2023.

Staff recommends that City Council approve this Resolution authorizing the City Manager to advertise for bids and enter into a contract for the installation of pedestrian signals at various locations near Hudson City Schools.
