A RESOLUTION AMENDING RESOLUTION NO. 23-37 AMENDING RESOLUTION NO. 22-112 TO INCREASE THE PROJECT COST TO COMPLETE THE SR 91 BRIDGE REPLACEMENT PROJECT (PID NO. 106136) WITHIN THE CITY OF HUDSON, AUTHORIZING THE CITY OF HUDSON TO SERVE AS THE LOCAL PUBLIC AGENCY, AND AUTHORIZING FUNDS THEREFOR.
Brief Description: Due to the uncertainty of actual bids, Staff is requesting an additional approval of contingency funds in the amount of $20,000. This would allow ODOT to award the project if bids come in slightly above the revised estimate of $204,840.00. The project will include the removal and replacement of the existing bridge over SR 91 just south of Ravenna Street which is being funded by ODOT. As part of the project, the City has requested widening of the sidewalk along the west side of SR 91 to better accommodate a future multi-purpose path along this section of roadway.

Purpose & Explanation
ODOT is required to request and receive legislation from the City of Hudson prior to making any repairs to State Highways within the corporate limits of the municipality. This request is for the replacement of the 14-foot by 8-foot bridge over SR 91 near Yours Truly Restaurant, PNC Bank and the Evaporator Works within the corporation limits of the City of Hudson. As part of the project, the City has requested that the sidewalk along the west side of SR 91 be widened to eight (8) and ten (10) foot and elevated to better accommodate a future multi-purpose path along this section of roadway. See project plan attached.
In 2022, the initial estimated cost for the City’s portion of the project including widening of the sidewalk work was $175,000. In 2023, the City’s portion increased an additional $29,840 for a total cost of $204,840.00, due to increased construction administration costs by ODOT and Norfolk Southern Railroad fees.
ODOT bid the project in 2023 but received no bidders. Due to the time of year, ODOT postponed the project to 2024. ODOT is preparing to rebid the project at the beginning of March, and staff is requesting a $20,000 increase in funding to cover any cost increases since 2023 and to allow for project contingency. This would allow ODOT to award the project if bids come in slightly above the revised estimate of $204,840.00. The new, revised estimate would be $224,840.

Staff recommends that City Council approve this Resolution authorizing an increase to the SR 91 Bridge Replacement budget to account for construction cost increases and contingency in the amount of $20,000.
