SECTION 3.01 COMPOSITION AND TERMS.
The Council shall consist of seven (7) members, a majority of whom shall be elected one (1) from each of four (4) wards of the Municipality and the remaining three (3) elected at large. Ward boundaries shall be redrawn by a majority of Council to reflect approximately equal population, based upon a change due to annexation, or a change in population, in accordance with U.S. Census data revised each decade, within one (1) year of receipt by the Municipality of final census data.
Attached to this staff report:
• The previous census population distribution ward maps from merger in 1994 through 2010;
• The new 2020 census map and current population distribution;
• The recommended changes to the 2020 ward boundaries based on the new 2020 census blocks in order to approximately balance the population of each ward per the City Charter.
The city staff would like to discuss the population changes of the Council Wards, the proposed recommendations to the ward boundaries, and the next steps with the public input process.
Since the Council Workshop on 10/26/21, the City staff has confirmed from the US Census Bureau that the polygons for the census blocks cannot be changed.
