A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR COMPETITIVE BIDS AND TO ENTER INTO A CONTRACT FOR THE MANOR DRIVE WATERLINE AND STORM SEWER IMPROVEMENT PROJECT; AND DECLARING AN EMERGENCY.
Executive Summary: This project will involve the repair and replacement of the existing water main and water service connections within the right-of-way and the replacement of part of the existing storm sewer system on Manor Drive from E. Streetsboro Street, south to the cul-de-sac.

Purpose & Explanation
The project will replace the existing, 60-year-old, 6” diameter water main on Manor Drive with a new 8” diameter waterline from E. Streetsboro Street, approximately 1,500 feet south to the cul-de-sac. This section of waterline has had eleven breaks over the last twenty years, continues to be a maintenance issue for the City Public Works Department, and was the highest ranked segment of water main to be replaced in the 2015 Water Main Rankings study. Besides reducing maintenance and interruptions to the residents, the new water line will improve fire flows in this area.
The project will also include the replacement of part of the storm sewer system along the length of Manor Drive. The existing storm sewer system is failing and undersized. The storm sewer system improvements will include the installation of approximately 1,300 feet of new storm mains, inlets and collector pipes for connections to residential downspouts and sump pump drains.
The Engineering Department will be scheduling a public meeting to review the plans and discuss the project with the public prior to finalizing the design and bidding the project, which is scheduled for later this Spring. The construction of the project is currently scheduled for the summer of 2017 and is anticipated to be completed in the fall, 2017, prior to resurfacing.
The estimated project cost of construction plus 10% contingency is approximately $695,000.
Timing Considerations
Following the review and approval of this Resolution by City Council, the Engineering Department will advertise in the local newspaper and receive bids for this project. Staff will only return to Council if the bids received are in excess of 10% of the Engineer’s Estimate; otherwise the City Manager is authorized to enter into a contract with the lowest and best bidder.

Suggested Action
Staff recommends that City Council approve this authorization for the City Manager to advertise and receive bids and award for the Manor Drive Waterline and Storm Sewer Improvement Project. We are requesting an emergency clause be added to this project in order to complete this work prior to the resurfacing of Manor Drive which is part of the 2017 Asphalt Resurfacing Program and to protect the public regarding improved fire protection and better quality of water.
