Executive Summary:   The City will  be utilizing one (1) existing thirty (30) minute parking space adjacent to the upper parking terrace on the west side of Parking Terrace Lane for the construction of a new dumpster enclosure.  As such, staff recommends providing one (1) thirty (30) minute parking space on the east side of Parking Terrace Lane near Park Lane.  Please see attached detail-photos of proposed parking space location.

Purpose & Explanation
By direction of the Interim City Manager, as a solution to the lack of outdoor space needed for the purpose of garbage dumpster storage arrangements for Main St. merchants, the Public Works Department will  be installing a dumpster enclosure on the west side of Parking Terrace Lane in the current north end parking space (see attached detail-photos).
 
Because the installation of the dumpster enclosure will take one current downtown parking space, staff wishes to  provide a designated parking space on the east side of Parking Terrace Lane directly south of the side entrance of Crazybuttrue Popcorn Shop in the Hudson Square Building (72 N. Main Street) (See attached detail-photos).  The proposed area measures 30.5 feet x 8.5 feet in total and will accommodate one (1) parallel parking space measuring 18 feet x 8.5 feet, thus allowing ample clearance for pedestrian traffic using the Parking Terrace Lane entrance/exit to the popcorn shop.  This area is currently striped and signed as a no parking zone.  
 
The proprietor of the Crazybuttrue Popcorn Shop and the owner of the Hudson Square Building are in support of the new 30 minute parking space and they have communicated to staff that it will be an improvement in the parking layout adjacent to the store.
Timing Considerations
The action plan item would be implemented upon approved Resolution by City Council.

Staff recommends City Council pass an ordinance amending section 410.09 of the traffic  code to add one (1) thirty (30) minute parking space to the east side of Parking Terrace Lane.
Note: The current table of values for the west side 30-minute parking reflects 2 stalls instead of the 3 that exist.  Therefore, an amendment is not needed for the west side reconfiguration.
