A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH SIGNAL SERVICE COMPANY FOR FLASHING SCHOOL ZONE SPEED LIMIT SIGNS AT THE WESTERN RESERVE ACADEMY SCHOOL.

Purpose & Explanation

This project will include the design and construction of electronic, flashing school speed limits signs within the school zone at various streets near Western Reserve Academy as shown on the attached map.  The new flashing school zone signs are replacing the traditional school zone signs already in place.  
The contract was advertised earlier this year, bids were opened on October 19, 2021, and due to a bid tabulation error, all bids were rejected.

The re-bid was opened on November 16, 2021, and the following bids were received:

The original Resolution authorized an award amount at a not to exceed $80,000.00, therefore, we are returning to Council for authorization to award this contract.

The City staff would like to award the project to Signal Service Company in the amount of $81,200.00, plus a 10% contingency for a total contract award of $89,320.00.  No appropriation is necessary for this cost overrun, there are funds remaining in the 430 account in 2021 to cover these costs.

Staff recommends that City Council authorize the City Manager to enter into a contract with Signal Service Company for the WRA school flashing signs.
