Purpose & Explanation
A Request for Proposals was issued by the Community Development Department for Consultant firms to prepare the 2023 Comprehensive Plan. Five firms responded to the request with City Council conducting interviews for each firm on July 27, 2022.

Council further discussed the selection process at the August 9, 2022 Workshop with additional scoring results submitted. Staff has compiled the final results of the consultant scoring with OHM Advisors ranked as the preferred consultant. Staff notes OHM Advisors is well qualified and has strong references.
Based on the scoring results and detailed review of the qualifications and proposed work plan, staff is formally requesting OHM Advisors be selected for the 2023 Comprehensive Plan Consultant Services at their proposed fee of $95,040.
Staff is requesting a 10% contingency to handle any minor changes in the scope of services that may occur during the course of the project. The total amount anticipated is not to exceed $104,544.
Staff will be actively engaged on the project to help reduce costs and to ensure the community priorities are represented within the plan. As listed within the Request for Proposal, city staff activities will include coordinating meetings, managing social media, overseeing Let’s Talk Hudson engagement, conducting research, attending community engagement events, and reviewing all consultant prepared reports.
Time Considerations: A requested third reading would occur on September 20, 2022, allowing for the contract to be authorized on October 20, 2022 after the thirty day period. A Draft Plan would be completed and submitted to Planning Commission and Council within 10-12 months (August-October 2023).
