Executive Summary:  Review of the City’s Five-Year Plan for 2018-2022 will focus primarily on the assumptions made in creating the plan and the impact of those assumptions on the General Fund, Road Program, Connectivity, Parks and Golf Course as well as the overall capital plan.

On an annual basis, the City adopts a Five-Year Plan “in concept”.

Purpose & Explanation

The purpose of the discussion is to review the City’s Five-Year Plan.  The first year of the Plan is the basis for the annual budget.

Some key discussion points are:

1.                     Road program annual funding

2.                     Impact of blending Parks and Golf Course capital and debt service.

3.                     Deferred projects and expenditures

Timing Considerations

This is the first of four scheduled Five-Year Plan workshops.
