Brief Description: This project is for the installation of Adaptive Signal technology within the downtown areas of Hudson to make the intersections safer and reduce traffic congestion.

Purpose & Explanation
ODOT has a process that allows local public agencies (LPA) to administer projects that will use State or Federal funding. The process requires the LPA to enter into an agreement with ODOT for this process. The agreement requires the LPA to follow the State process for the contract. The LPA process allows for more local control of the design and construction.
The Adaptive Signals Project includes the installation of adaptive, or "smart" signal technology within the downtown area including (15) signalized intersections along/near SR 91 and SR 303 (reference attached map). The system will reduce the need for additional lanes or adding bypass routes around our downtown which will negatively affect our economic development in the downtown area.
The Adaptive Signal Project construction costs will be split 80%/20% max./min. (State/City) using Federal Congestion Mitigation/Air Quality (CMAQ) Funds for this project. The current estimate for this project is $2,316,939 for construction and the City is responsible for all costs above the grant amount. The preliminary estimated total cost of the project is $2,986,173. ODOT has scheduled these funds to be available in 2026, but staff will be requesting to move this project up based upon design schedule and available funding.
