Discussion:  Timetable for the 2015 Five Year Plan and Budget.
Executive Summary:   Staff prepared a timetable outlining the schedule for the review and adoption of the 2015 Five Year Plan and Budget.  This timetable is in line with City Council's request to start the process earlier in the year.

Legislative History
The City has historically had Five Year Plan and Budget meetings condensed into the November/December timeframe.  Adoption of the two documents typically occurred at the last regular City Council meeting in December.
Purpose & Explanation
City Council has a desire to start the Five Year Plan and Budget process earlier in the year to allow for more time and consideration to be given to the documents.  The earlier timeframe will allow for a more detailed discussion of capital projects (both funded and unfunded) as well as new initiatives and other key issues that impact City operations.
The Ad Hoc Finance Committee discussed the revised timeframe and staff subsequently developed the attached schedule for Council's consideration.
So Council is aware, the discussion meetings are scheduled for the same night as regular Council Workshop meetings in order to minimize the number of additional Workshops.
