Brief Description: At the December 12, 2023, Council Workshop, Council discussed the Winston Manor/Hudson Hill Subdivision's storm water retention pond and sediment accumulation in the pond. At the request of Council, staff proceeded with preparing a Request for Proposal (RFP) and obtained a fee from qualified engineering consultants for a Feasibility Study to evaluate and identify the method and costs associated with removal of sediment from the pond and pond reconstruction to alleviate future sediment build-up.

Purpose & Explanation
In September 2023, staff met with residents of the Winston Manor and Hudon Hills Subdivisions, along with Councilman Banweg, to review the history of the storm water retention pond that sits, in-line, along Brandywine Creek and to discuss homeowner concerns regarding silt and sediment accumulation in the retention pond, pond aesthetics and costs associated with removal of the sediment. During the meeting with owners, the City staff noted that the City's Private Storm Water Policy does not permit the City funding or conducting maintenance on the pond.
At the December 12, 2023, Workshop, Council and City staff reviewed the pond's existing conditions, including sediment build-up and potential solutions to improve the current sediment conditions. At the request of Council, staff proceeded with preparing an RFP for an engineering consultant to develop a Feasibility Study to evaluate and identify the method and costs associated with removal of sediment from the pond and pond reconstruction to alleviate future sediment build-up.
In late December 2023, the City sent out a Request for Proposal (RFP) to five (5) consulting firms to perform the feasibility study. The proposals were due January 12, 2024. The City received three (3) formal proposals for the project. The b...
