Purpose & Explanation
The Ohio Department of Transportation (ODOT) has a program that allows the LPA to administer projects that use federal funding vs. utilizing ODOT for this administration. The process requires the LPA (the City of Hudson) to enter into an agreement with ODOT defining the LPA responsibility. The LPA process allows for more local control in terms of design, cost and schedule of the project. The agreement requires the LPA to follow the federal process for item including, right-of-way acquisition, selecting consultants, contracting, invoicing, using domestically made materials and the environmental clearance procedures on the projects.

The City originally secured Congestion Mitigation/Air Quality (CMAQ) funding via AMATS in 2018 for the South Main Street Improvement Project. The project was designed and then originally bid in April, 2022 and bids received were in excess of 10% of the engineer's estimate and consequently rejected. Due to bids coming in over the original estimated budget, staff reached out to AMATS for additional funding as AMATS may provide for up to an additional 15% increase in federal funding, if funds are available.
