Executive Summary: This legislation is necessary to affirm the application to the Federal Highway Administration for CMAQ funds for the State Route 91 South Safety Improvements Project (SUM-91-13.53) from just north of Barlow Road to the Veterans Way intersection.

Purpose & Explanation
The City staff has submitted an application to AMATS to request funding for safety improvements to S. Main Street (SR 91) between Barlow Road and Veterans Way. This segment of roadway is reasonably congested and has some safety concerns, we feel it would score well with AMATS. The potential funding for this improvement project could include the following: ODOT Safety Funding (received design funds); AMATS Surface Transportation Block Grant (STBG), and Congestion Mitigation & Air Quality (CMAQ) funding; Ohio Public Works SCIP or LTIP and other possible funding sources. The project would be constructed in 2022 +/-. The CMAQ funding request is for $2,500,000.00. The City received a total of $1,500,000 in ODOT Safety funds of which the construction funding is conditional, however $796,998 in design costs were approved. Staff will continue to apply to the other funding sources.
The overall total estimated cost of this project is $6,500,000 to $8,000,000. (The cost is projected to 2022 bid dates.) This cost would include all of the following costs: complete design, right-of-way acquisition, construction, and construction management/inspection (if needed).
