City staff has continued to refine the design for the project and Norfolk Southern has estimated that an additional $10,000 is required to finalize the preliminary engineering review for this project.

Purpose & Explanation
In 2018, the City entered into an agreement with Norfolk Southern for preliminary engineering services to design a new 8 to 10-foot multi-purpose path along the north side of Barlow Road. The path will connect Barlow Farm Park to Wood Hollow Metropark, crossing the railroad tracks. This agreement, totaling $22,500, covers the railroad's consultant review of the City's plans. Norfolk Southern has estimated an additional $10,000 is needed to finalize the preliminary engineering review for this project.
The project also includes necessary railroad upgrades such as warning arms, lighting improvements, concrete path crossing, and drainage system upgrades. Updated plans have been resubmitted to Norfolk Southern for review and are currently awaiting final comments from the railroad's consultant. Once the plans are approved, staff will request Council approval for a separate Construction Agreement with Norfolk Southern and to proceed with bidding and awarding the project, currently anticipated for late 2024.
