Chapter 1048 sets forth ordinances applicable to municipal electric service. 1048.14 speaks to the public electric utility conversion policy. Chapter 1048 also includes language for petition for "purchase of distribution system"
The chapter does not include a formal section for "right of first refusal" for Hudson Public Power/City electric service.
Purpose & Explanation
The council desires to establish a "right of first refusal" for Hudson Public Power/City electric service to be required in any new development.
Per City Council request the current construction costs for overhead conductor pole line and underground conductor line is as follows:
Overhead conductor pole line - $1 Million - $1.3 Million per mile
Underground Conductor conduit line - $3.3 Million - $3.7 Million per mile
Based on the total number of parcels in the city that could potentially be developed, Staff is recommending that the first right of refusal be utilized "citywide".
