A RESOLUTION ACCEPTING THE CITY MANAGER’S RECOMMENDATION NOT TO IMPLEMENT THE GROWTH MANAGEMENT RESIDENTIAL DEVELOPMENT ALLOCATION SYSTEM DURING CALENDAR YEAR 2018.
Executive Summary: Because of no appreciable population change, the growth management system would not be implemented for 2018.

Ordinance 2015-66 adopted June 2, 2015 approving the last growth management allocation.
Ordinance 2016-35 adopted March 15, 2016 deferring administration of the growth management allocation system until the LDC is updated by no later than December 31, 2016
Ordinance 2016-203 adopted April 4, 2017 allowing implementation of the system when the annual population increase by 1.5% and simplifying the system if it is implemented.
Purpose & Explanation
Upon examination of the number of zoning certificates issued and census data over the last two years, the City Manager does not recommend that the growth management system be implemented for the ensuing year.
Timing Considerations
The Land Development Code requires that Council act on the City Manager’s recommendation by October 31 of each year; therefore, action is required October 17, 2017.
