This project was included within the 2018 Capital Improvements Budget for the Public Properties Division. Resolution 17-200 authorized staff to seek pricing for the project.
Purpose & Explanation
Based on thermal imaging, sections of roofing at Barlow Community Center were identified for replacement. The thermal imaging showed areas of the roof that had been penetrated by water. Two sections of roof were planned to be replaced this year at a cost of $110,000. Based on the size and scope of the project, core samples were taken of the replacement areas. Only one of the areas contained water. Roof section 2 as identified in the attached aerial photo should be replaced due to water infiltration. Through discussion with other vendors, we identified smaller repairs that could be made on roof sections 1, 3, and 4. With this work completed, all roof sections at Barlow Community Center will have at least 8-10 years of remaining life.
Bids were opened on 7/23/18 for the roof replacement and repairs. One bid was received. The low bidder was Tusing Builders, Limited at $40,200. This price fell below the estimated price of $48,000.00. Provided references were checked and staff received positive comments. Staff wishes to include a 10% contingency to cover any unknown issues which may occur as part of the project. Staff wishes to include emergency language to expedite the contract agreement and to ensure project completion during desirable weather conditions.
