Purpose & Explanation
The project will involve berm restoration, pavement planning, partial and full depth repairs, intermediate asphalt course, surface asphalt course, including additional asphalt berm installation and pavement striping along Terex-Barlow Road from SR 91 to the Norfolk and Southern Rail Road Tracks.  The project will be bid at the beginning of 2013 and construction will begin following award in July 2013
ODOT Funding (80%) = $540,000 (maximum)
City Funding (20%) = $135,000
Timing Considerations
Following the approval of this resolution by the City Council, the Engineering Department will advertise in the local newspaper and receive bids for the project and award the project.  Following the bid opening we will return to City Council to award the contract to the lowest and best bidder.

Suggested Action
Staff recommends that City Council approve this authorization for the City Manager to advertise and receive bids for the Barlow Road/Terex Road Resurfacing Project.  We are requesting an emergency clause be added to this project in order to process the bid documents through the ODOT schedule for this project.
