Executive Summary: This Safe Routes to School (SRTS) project will include the installation new electronic school crossing signals on N. Hayden Parkway near Evamere, Eastwood and McDowell Schools. The project also includes sidewalk installation along Glen Echo Drive from Hudson-Aurora Road to Victoria Parkway and a new crosswalk, with ADA ramps, and sidewalk installation on Middleton Road from Winterberry Drive to Ellsworth School. In addition, new bike racks will be purchased to be located on school properties.

Purpose & Explanation
Bids were opened on August 13, 2013. Below is the Engineer's Estimate along with the respective bids.
Engineer's Estimate: $258,097.85
Schirmer Construction $239,940.30
The Perk Company $240,049.68
Perrin Asphalt Company, Inc. $242,227.67
F. Buddie Contracting, LTD $271,676.25

The City Administration is requesting City Council approval to authorize the City Manager to award and enter into a contract with Schirmer Construction for the SRTS Program. The Engineering Staff is requesting a 10% contingency for any unforeseen issues that may arise during construction for a total contract amount of $263,934.33.

This project is paid 100% with Federal SRTS funds up to a maximum amount of $210,000.00. The City will be 100% responsible for any amount that exceeds the $210,000.00. The City currently has budgeted $30,000 in the 430 fund, due to the City portion being above this amount, the City requested ODOT authorize funds for the additional $24,000, but they are unable to at this time.
