Executive Summary:  This resolution adopts in concept the City’s Five-Year Plan.

Purpose & Explanation

City Council and staff have met on several occasions to review the City’s Five-Year Plan.  The purpose of this resolution is to adopt the plan “in concept”.   There is separate legislation approving appropriations for 2018.

Included with this memo is a summary of the changes that were made to the original plan and the final draft version of the plan. A final version including 2017 actual amounts will be distributed in early 2018.

Timing Considerations

Staff recommends passage of the plan “in concept” at the November 21, 2017 meeting.
