Purpose & Explanation
A hydraulic study was performed to develop a solution to allow for better maintenance of a drainage ditch and detention pond system located behind homes on Herrick Circle. The study identified that a new 12" diameter outlet pipe shall be installed, lower than the existing pond bottom. The lower pond outlet will then allow for re-grading of the pond bottom and embankments and also allow for an increased slope of the low flow channel. Modifications to the existing outlet structure will also be performed. The hydraulic study verified that the new pipe installation will result in no increased flows to downstream properties will occur. With these improvements, the detention pond will be easier to routinely maintain by our Public Works Department, which will keep the pond functioning as designed.

The contract was advertised earlier this year, bids were opened on September 14, 2021, and all bids were in excess of 10% of the Engineers Estimate of $46,191.00. Staff reviewed the initial bid results and identified that the increase in costs were due to limited number of contractors bidding the project, time of year and limited project schedule.
