A RESOLUTION ADOPTING AND INSTRUCTING THE CITY MANAGER TO APPLY A TEMPORARY EVENTS FEE SCHEDULE, PURSUANT TO CH 872, TO ANY EVENT OR ORGANIZATION HOSTING SUCH AN EVENT, AND REMOVING ANY EXEMPTIONS PREVIOUSLY GRANTED, EFFECTIVE JANUARY 1, 2024.
Brief Description: During 2023, City Council directed staff to review the special event fee structure. This legislation updates the special event fee structure put in place in 2016 to remove grandfathering of certain events and allow consistent application to all event organizers. Additionally, water hookup, electric hookup, and road closure fees have been decreased from the 2016 fee schedule.

Ordinance No. 16-46 stated, 'The City shall invoice the applicant for City services provided to temporary special events at rates set by the City Manager. The City Manager or the Manager's designee reserves the right to determine the services and levels of services provided to any event.' This legislation that allowed the city to charge new events and existing events wanting additional services, passed on April 19, 2016.
Purpose & Explanation
Based on the discussion at the City Council Workshop on May 23, 2023, Staff recommends that Council amend Ordinance 16-46 to remove the grandfathering of certain events exempting them from paying special event fees beginning on January 1, 2024, as the 2023 event season is already underway. Staff recommends that the City Manager or their designee maintains the authority to set the fee structure for city services at special events.
