Purpose & Explanation
The property owner at 44 Clinton Street (PP#3202053) is pursuing development of a proposed free-standing building to the west of the existing building. The new building will accommodate the expansion of the Laura Yeager Smith Home and Design. Preliminary reviews between the property owner and city staff have identified the need to adjust the current right of way at both Morse Road and Clinton Street. The right of way adjacent to the site was adjusted with the construction of First and Main to allow for widened sidewalks, storefront buildings at a zero setback, and a relocated Morse Road. Revising the right of way for 44 Clinton Street will allow the property owner to design a storefront building that integrates with the adjacent First & Main and upcoming Phase II developments.
Additionally, staff is requesting the City complete the right of way improvements, including the relocation/widening of the sidewalk and establishment of on-street stalls to extend the streetscape currently in front of the Library parcel. The preliminary estimate for sidewalk relocation and installation of a tree lawn is $36,093.20, with the estimate for sidewalk relocation and establish on-street parking stalls is $53,135.50. Based on the Council discussion, the property owner could proceed with a formal request to City Council, and staff would review existing street improvement funds.
