Purpose & Explanation
Staff has reviewed the proposed updates to the existing ordinance and recommends moving forward with the suggested changes outlined in the attached materials. These updates address operational, safety, and roadway-specific concerns that have emerged since the adoption of Ordinance 25-119 and reflect discussions held with the Safety Committee and the original legislation sponsor.

Suggested Action
At this time, staff respectfully requests Council’s guidance on the proposed revisions as well as any additional modifications Council may wish to consider, including those related to state route restrictions, DORA-area limitations, and speed-based roadway requirements. Staff is prepared to incorporate Council’s direction into a finalized draft ordinance for further consideration.
