Executive Summary
The Public Works Department budgets $30,000 annually for preventative maintenance, emergency repairs, and component replacements for the city’s traffic signalization equipment. The contract consists of unit pricing as the maintenance activities may fluctuate and exceed $25,000 annually. The 2011 expenditures were $23,461.57. This service provides for safe and reliable operation of the system. The current contract expires on December 31, 2012.

Purpose & Explanation
The traffic signal maintenance contract is currently held by the Signal Service Company located in Warrensburg Heights, Ohio. The Public Works staff has consistently been pleased with Signal Service Company’s response time, professionalism and technical expertise. Public Works has publically advertised for this contract and has received one bid from the Signal Service Company. The current hourly rate for a service vehicle and technician is $53.00/hr. The newly submitted hourly rate is $57.00 /hr. This new rate represents a 7.55% increase in the hourly rate. A detailed bid tabulation has been attached for review.
Historically the Signal Service Company has provided traffic signalization system contract services to the city of Hudson by meeting the following contract requirements:

1. Specialized equipment - the nature of the specialized services required.
2. Years of service experience - familiarity with the City of Hudson’s signalization systems and components.
3. Response time - proximity of the company to the city of Hudson.

Timing Considerations
The contract term will be two (2) years from January 1, 2013 to December 31, 2014.
