Purpose & Explanation
Staff recommends that Council pass the attached legislation to authorize the City Manager to enter into this bargaining agreement, to be effective January 1, 2013, which covers terms and conditions of employment and other related matters for the Ohio Patrolman's Benevolent Association bargaining unit members.  The two-year contract will be effective from January 1, 2013 thru December 31, 2014. The agreement was ratified by Union membership vote on November 27, 2012.  
Timing Considerations
Emergency language is necessary in order for the contract to be effective before the January 1, 2013 start date.
